Regarding the Target damage. I had a similar issue, although I didn't find the damage until I got home. I contacted Topps. I was told that in order to file a separate claim for each card, detailing the problem for each card, and taking pictures of the front and back of each card. Plus there's no compensation for the cost of my time or the postage. Just not worth it.
You might consider using the self-check (if available) at Target when buying cards.
