I heard that he was under a contract and couldn't sign, but I do not know if that is up or not... just don't expect to any successes from the past couple years.
Errr....he does sign TTM....just very sporadically. Send it c/o Padres and roll the dice. I'd wait until the season is underway.
I saw a success about a month ago on SCN that had a PO box listed as the address and it took only about a month on the return so he might...just have to take the chance...I know I sent to him but nothing back...I didn;'t expect anything but figured it'd be worth the risk
