I have a question about a 87 topps mail in card?

I busted over 15+ boxes in 2002-2003 and another 5+ boxes in 2006 of 1987 boxes and pulled 1 of these and have never seen another one.Are these rare or hard to find?

1987 Sportflics, was it? Definitely not Topps. There was a similar Don Mattingly offer piece in the 1986 packs.
