Just curious 35th Anniversary Topps cards

I obviously am not a modern collector but am curious - I have some Cubs from 2023 and 2024 and I saw a discussion about 2022 Topps 35th Anniversary cards and was wondering why Topps did (at least) 3 years of 35th Anniversary cards? Is there any reason for that? Thanks.

I am pretty sure that they do an old style card 35th anniversary style every year and they
just change it up a bit. I do not know if they are insert or just base though.
