Question about Postage to Puerto Rico?

So, I've shipped to Puerto Rico before and have never had to fill out a customs form. Is this something new?
It's asking me to fill out one on Paypal shipping.
 
I trade often with members living in Puerto Rico (two members that I know of) ..and I never had to file out customs form. Best regards, David
 
New to me. Puerto Rico is a part of the US and the USPS therefore considers it domestic shipping. There are probably restrictions on animals, plants or large cost shipments, but first class and ground advantage ship to PR just like Alaska, or Nebraska. I am not a postal worker, I just play one on the internet.

If I understand correctly, a PWE or something USPS classifies as a flat do not need customs forms, but parcels do.
 
This is all news to me regarding parcels, have only shipped flats. As a side note, my experience with USPS this year has been quite worse than normal.
 
I'm trying to send a bubble mailer. I guess I'll just have to ask when I go to the PO tomorrow.
 
For letters and bubble envelope. you should be ok for PR. i had no issues. Unless your sending a box or something large.. if your trying to buy postage online. that might be your problem. i would take it into your local post office.. thanks. Larry
 
The form you fill out on shipstation never prints anyway so you could fill it out as photographs and $5 value and it doesn’t matter. That’s what I’ve always done.
