Topps Action Flats

I was at a flea market this morning and I picked up a 1999 Topps Action Flats of McGwire and Sosa. They come with an action flats figure and a card. They are still sealed in the box and it states that there were 12 in Series I. Has anybody heard of these? And would anybody know the value. I could not find anything about them in my Beckett Alamnac.

I couldn't find much background info on them.
There are a bunch listed for sale on eBay. Saw one listing noting "away uniforms" which the listing says is a "variant that was randomly inserted" and which it calls "shor printed." Not sure of the significance of that. The full set of 12 is listed for $ 45.95.
Other individual players look to be in the $ 4.99 range.

I recently found out about the Jeter myself. The home and away variations refers to the figure? The card in the boxes, whether home or away, appear to be identical. Perhaps the numbering is different?
