What should I do?

I have Hector Lopez's address and his 1956 rc and I need some help decided whether to send it or not. If I do send it how should I send it. Bv is only 15-20

send him a letter asking if he would please sign...if you get that back, then proceed. you're spending an additional 88 cents to verify...
