Wrapper redemption question

Are retail packs eligible for the 2011 Topps Wrapper Redemption program? I bought a few at Target today and haven't done any of the past redemption programs, so I'm not sure if retail packs are eligible or not.

From what I have seen, it is 36 HOBBY packs or 10 JUMBO packs. I don't know that retail count for anything.
