Topps issued them through their website. Every Thursday (more like every other Thursday) they issue 6 short printed cards.

I appreciate you offering but the 2 blacks are not on my want list. They are very low priority cards and I won't trade high value cards for them. Only looking for cards on my wantlist. Cards listed as "haves" are just that, cards I have, not cards I want necessarily. I list them as "haves" so I don't get duplicates. That is all listed at the very top of my want list.
