Ebay says it's too early to open a case....

Won an auction on April 5th and paid immediately. Waited a week, no card in sight so I contacted the seller asking for an update and never received a reply. So today, 13 days after paying for the auction, I go to open a case and ebay tells me it is too early. Is that the norm? Do they have a two week period before cases can be opened? I guarantee that if I had won the auction and 13 days later still had not paid ebay would be jumping down my throat wanting me to send the money.


EDIT: Here is the auction if anyone is interested. I realize it's just a few bucks but still, I would like my card!

that is weird the guy has great sales in the past..Not like this is a run by night type of guy
 
Could be a high volume seller who just sells to much to handle in an efficient manner. There are plenty of those, who will get your item to you eventually, but won't be quick about it and will ignore emails.

It took me almost 3 weeks to get an invoice from a seller who stated in the description that he combined shipping for multiple singles. I must have emailed, requesting for an invoice 15 times! Had I not wanted a few of the cards, I would have given up and moved on.

To answer your question, there is a wait period before a case can be filed. I believe it is 15 days, but no more than 45 days after the date of sale.
 
It covers the time the US Mail may take to deliver your package. You can open it in a couple days if you haven't recieved it by then.
 
Funny, I post this thread and the seller updates my purchase with a DC number soon after. Coincidence I am sure, but you never know. According to the DC number, he hasn't yet shipped my card but probably just printed out the Paypal postage.
