Need some help on a card ID from 2014 Topps series I

So I was at a show this morning digging thru a vintage box for some of my early 70's Topps set needs. On my way out, I got a quick need to bust some packs, so I grabbed a box of 2014 Series I. About halfway thru the box one of the packs felt a little heavier. I thought it was the GU from the box, but it wasn't. Can someone give me some info on this? It is a Clemente #/199 with a metal border around it. It doesn't seem like a card, just some king of reprint insert.

Yup, another insert set. At least this one is STATED ODDS 1:428 HOBBY. Nice pull!

Clemente is one of my all time favorites, what a cool signature and a neat insert for sure!
