I tried accessing the November SOTM and said it was frozen because of bandwidth. What does that mean?

Some of the free web site providers only allow a certain amount of traffic per hour. If you go over, they freeze users out for a while. Unless you have a lot of people looking at your web site, it shouldn't be a big problem most of the time. I am sure if you wait a while, it will be back up.
