Opinion: Ebay "Hot Packs"

I've bought some in the past but have never pulled anything worth having. Yet everytime I get on eBay, I can't help but look. Thoughts? Opinions? Good pulls?
 
Agree with David had a friend purchase numerous packs and they were all resealed but one never heard back from the seller
 
I gotta ask.....What are Hot packs???

I'm surprised there are still problems with resealed packs these days (unless these "Hot Packs" are indeed vintage) with cards being so devalued as they are. Back in the 1980s and even the early 1990s buying non current boxes and packs was a really, really dicey proposition with all the pack tampering going on. That and the counterfeit cards floating around back then (ie Fleer Jordan RC, Donruss Mattingly RC and believe it or not the Donruss Canseco RC!!). Most card companies went from wax to foil packs to make tampering much more difficult.

So now I am really curious as to the nature of these "Hot Packs".
