So I bought a card it showed up damage the guy is saying oh what a bummer not my fault I'll do partial refund won't do full! So question is what do you think I should do

You report it to E-bay.

You should stay with the eBay dispute process, until you get a full refund. You don't have to settle for a partial refund, if you don't want to. They will require you to prove you returned the card, then they will issue you a full refund

The guy is just a dick he offered refund of like 95% it was like 1.30 short of what I paid I did it just to not deal with this bum again
