Topps Blackless help

Is this a Topps Blackless?

It doesn't seem to have any black and there is no signature on the IA's if I am not mistaken so I can't tell for sure..

There is black arounf the picture and I do not believe that the IN ACTION cards had signatures on them.

Correct, IA and All Stars didn't have signatures, and there is the black border around the photo there.
