Trade manager MUST SEND FIRST

I have sent several PMs to mods about this but every time I accept or post a trade, trade manager lists me as must send first. I have been questioned by several potential trade partners about this and I don't know what to tell them. As far as I can tell there is no reason for this so can someone please fix this or explain why it is happening? Thank you.
