What was the purpose of these oddballs?

I think I already know the Robb Thomas card from other stuff I've read. Hard to see, but both have gold foil on the front. It must be a replacement card?

Not sure on the Rusty Greer. The oddest part to me is how much bigger it is both in length and width. It does not fit into a 9-slot sheet. Despite that, perhaps this is also a replacement card?

What do you experts out there think?

The Greer was probably just a prototype or something of that sorts.. the 000 serial numbering was done a lot by Fleer/Donruss/Pacific on their promos if I remember correctly
