Why no payments from CC on PayPal?

Why do some traders not collect payments from other traders during a sale on PayPal in the form of credit cards?

Does PayPal take out a larger %?

if you pay through a credit card i believe paypal takes out fees regardless even on gift payments.

I believe you have to have a business account to accept credit card payments. Although, I am not 100% sure.
