The ones with a foil background are retail exclusives. I actually pulled a "normal" L. Brock and a foily L. Brock in the same pack.

Didn't get the blaster, got a couple of the hangers and one of those mini-blasters without the individual packs.

They are coupons for other Topps products sold at Target like Heritage, and some others but can't rememeber exactly which products. They are for $1 or $2 off depending on what you buy. I do remember that the $2 off coupons are good for blasters which is cool.
