Have 000/000 card. What does it mean?

Hi. I came across a card (1998 Topps Stars PP2 -Darin Erstad) with 000/000. I have serial #'d cards, but have never seen this before. Does this put it in a one card of it's kind catagory? Is there a reason for the 3 digit designation? Why not 2 digits or one? Thanks very much for your interest and attention. ~Rooster.
P.S. The card, I detected, is a silver card. In another revelation, I looked it up in a 2003 book & found that there is no PP #s, only regular #s and that this Erstad card is #79 with a bv of .60 as a regular card, not silver. This makes for another mystery..... and what does the PP stand for?

Those cards numbered like that were sample cards or pre-production promos for card shops to view the new products. The 000/000 was just to show they would be serial numbered is my guess.
