This seller is uninformed or trying to entice bidders with false information.

I'd run a check for that card on previous sales to get an idea of value. I don't think it is as rare as the seller would lead you to believe. Ruth has a number of odd issues in the 30s, several foreign types too, that don't sell too terribly strong by Ruthian standards.

A quick search reveals several to choose from at a fraction of typical Ruth card prices.
