It’s % up to Topps, Panini, Upper Deck, Leaf or “Fanatics” placing specific material over the packs or cards that doesn’t allow the CT scan to see through…depending on the cost of material it might jack up product prices that are already high unfortunately!!!! This is not good for the hobby at all whatsoever…
