I looked at Trading card database and there must have been at least 50 1995 Collector's Edge Troy Aikman's but nothing even resembling your card.

I'm thinking it could be something Edge used in the printing process. Or for the use of the people who decided what had to be fixed on cards... I can imagine someone using that on one of those light tables similar to what doctors use to look at x-rays, and finding flaws then reporting back to the printer their findings so they can be fixed before they start printing the final draft...
I have something similar in that it's an acetate card that's see through. It came from topps and I got it back when I was buying up anything and everything Irvin. I don't remember exactly what it said in the listing description but I think it was something similar to what I described.
