How do you report a eBay seller bidding up his cards

So I was going to bid on a card when I noticed the highest bidder had 0 feedback then I looked at every card he was selling and every card had bids for accounts with 0 feedback is this guy stupid or what

I just listed 3 card if you look at least 25+ cards with accounts with zero feedback bidding on his cards
 
You can report for Shill bidding by going to Report Item (usually above description) then selecting ->Listing Category -> Fraudulent Listings Activities -> Seller using other accounts to inflate price.

However, ebay does not do much about it from what I remember.
 
I hope the guy gets banned. I have always been suspicious of the guy who bids several times in small increments trying to find what the top bid is. What's the benefit of that other than to drive up prices and should those people be reported?
